I have worked in various capacities over the past 3 decades in critical roles such as Commissioner General, Ghana Revenue Authority (2019-2024), Managing Director/Chief Executive Officer, Bank of Africa, Tanzania (2011-2018) and Managing Director/Chief Executive Officer, UniBank Ghana Limited (2008-2011).

Ghana Revenue Authority

  • October 2019 – March 2024: Commissioner-General
  • June 2019 – September 2019: Commissioner, Domestic Tax Revenue

Some Achievements

  • Implemented various measures and strategies that increased Tax revenue of Ghana from GHS 37 billion in 2019 GHS 114 billion in 2023.
  • Ensured the achievement of a consistent year on year revenue growth at an increasing rate from 16% in 2020 to over 43% in 2023.
  • Ensured that Ghana Revenue Authority (GRA), exceeded their Tax revenue budge for an unprecedented 4 consecutive years,( 2020 to 2023)
  • Successfully introduced and implemented on-line filling a cashless collection of Tax that allowed payment of tax through various electronic means and direct from banks.
  • Implemented an Electronic Value Added Tax (VAT) collection system in Ghana that increased VAT collection over 70% in one year.
  • Successfully implemented a process for taxing e Commerce in Ghana. Hitherto there was no way of taxing e Commerce.
  • Introduced an on line Electronic Tax Clearance Certificate which became an effective compliance tool in the Tax collection ecosystem of Ghana.
  • Implemented policies and procedures that led to GRA and Ghana to become the 5th Country in Africa to satisfy all requirements for Automatic Exchange of Information (AEOI) for Tax purposes and to begin receving data as per OECD requirements.
  • Introduced the Taxation of Foreign income of Ghanaian residents through the AEOI and a Voluntary Disclosure Programme (VDP).
  • Implemented the Integrated Customs management system that digitalized the Entire port system in Ghana.
  • Introduced various initiatives such as High Net Worth Taxation, Gambling and Games, digitalization of rent tax, Customer Experience in taxation and many others
  • Introduced various Compliance-by-design methods for Tax compliance, which contributed to unprecedented growth of Tax revenue in Ghana.
  • Collaborated with various development partners and support groups (FCDO, UNDP, GIZ, TIWB, ATAF. WATAF), effectively towards the transformation of Tax systems in Ghana
  • Adjudged the  Most Outstanding Public Sector CEO of the year for 2 consecutive years  by the Ghana CEO summit

Bank of Africa Group, Tanzania

  • November 2018 – May 2019: Group Executive responsible for Group Special Projects

    Overall responsibility coordinating and supervising to execute various Special Projects for the Group. These Include Group Collaborations with other Banks, Mergers and Acquisitions and integration of acquired Entities into the Bank of Africa Group.

  • July 2011 – November 2018: Managing Director/Chief Executive Officer
    Responsible for the overall management, strategic direction and growth of the Bank

Some Achievements

  • Increased the Bank’s profit after tax by over 125% in one year through high staff engagement, increased productivity, aggressive sales, deposit drive and service quality.
  • Increased total Assets from USD 100 million to almost USD 300 million over a 5-year period.
  • Introduced many Electronic products and tripled revenues from Mobile money (M-Pesa) in one year.
  • Introduced innovative and service improvement initiatives including Agriculture Value Chaining Financing, SME Financing and Renewable Energy and Energy Efficiency Financing in the Bank.
  • Successfully arranged three facilities totaling over 40 million US dollars for Customers from European Investment Bank (EIB), The France Development Agency (AFD) and the International Finance Corporation (IFC)
  • Developed strong Engagement with stakeholders such as Government, Regulators and Development Finance Institutions
  • A consistent resource person and Public speaker for various International and Local conferences on Banking and its challenges, Development financing, SME Capacity building and Business Forums organized by various DFIs

uniBank Ghana Limited

  • 2008 –2011: Managing Director/Chief Executive Officer
    Responsible for the overall management and strategic direction and growth of the Bank.

  • 2007-2008: Deputy Managing Director
    Responsible for the effective functioning and achievement of the objectives of the following areas of the Bank: Retail, Operations, Technology and Electronic Banking including ATMs and other electronic products.
  • Serves as the Chief Operational Risk Officer for the Bank and introduced operational risk management and procedures into the Bank
  • Served as the Chief Compliance Officer for the Bank
  • Responsible for approving Credit Above a certain limit and also a member of the Bank’s Credit Committee

Some Achievements

  • Grew the Banks total assets from about USD 50 million to over USD 300 million in 4 years.
  • Transformed a Bank that had no ATMs to a leader in E Banking services in Ghana with Internet Banking, ATMs, SMS Alerts, Mobile Banking, etc, in 3 years.
  • Received over Twenty awards in various categories in the Ghana Banking Awards including the consistently winning Best Bank in Customer Care.

Ecobank Transnational Incorporated (ETI)

  • 2006 – 2007: Group Head Operations
    Functions:
    – Ensuring effective and efficient policies and procedures to guide all facets of the operations and activities of all the affiliates and entities of the Ecobank Group.
    – Reviewing, updating and establishing where appropriate, Control and Administrative Polices (CAP Manual) and all relevant Procedure manuals. Ensure due approval, implementation and compliance throughout the Group.
    – Ensuring that standard Operations Group Organization chart and schedule of responsibilities are duly approved and operational throughout the Ecobank Group.
    – Ensuring that competent and appropriately qualified/experienced persons handle Operations functions and implement effective and appropriate skills development, training and career tracking for staff in Operations Group.
    – Ensuring that Operations Group deliver efficient, customer oriented quality service to customers, staff, shareholders and other stakeholders of Ecobank.
    Overseeing the Country Heads of Operations and ensuring that they deliver in line with their job objectives
    Overseeing Operational Risk Implementation and Monitoring within the Operations function in the Group.

Some Achievements:

  • Played the lead role in establishing the Ecobank Transnational Incorporated’s International Shared Service Centre in Accra that provides Operations functionality for all Ecobank subsidiaries across the Countries.
  • Developed The Group Operations Manual.

Standard Chartered Bank Ghana Limited (SCB)

  • 2002 – 2006: Head, Technology and Operations
    Functions:
    – Member of the Executive Committee of Standard Chartered Bank, Ghana and reporting to the Managing Director.
    – General Manager for Banking operations for SCB Ghana. Areas covered include Central Cash operations, Centralised processing center, and Information Technology.
    – Responsible for the formulation and implementation of the Bank’s operational policies, Operational risk monitoring and control in line with Group and Regulatory policies.
    – Branch Control and Compliance (Internal Audit)

Some Achievements:

  • Help to develop an Operations Certification for Banking Operations for SCB Africa.
  • Re-engineered the processing of foreign cheques and Treasury bills leading to headcount savings of 2 in the Central Processing Centre,
  • Implemented New Operational Risk Policy and Procedures in the Bank
  • Automation of outward cheque clearing
  • Automation of salary processing
  • Re-engineering of Visa statement printing

  • 1999 – 2002: Head Credit Services West Africa
    Functions:
    – Monitoring and Control of Credit in line with Credit Policy.
    – Contributing to the Formulation and Implementation of Credit Policy in line with the Group and local regulatory requirements.

    – Limit maintenance and facility draw down

Some Achievements

  • Successfully created and managed the first joint Corporate and Consumer Credit Operations function in Ghana.
  • Reviewed and audited Credit Services functions in SCB for all the Countries of operation in West Africa.
  • Implemented 5 separate projects for hubbing Credit Services and other operational areas in all the West Africa Countries into Ghana thus creating a centralized Operations Hub center in Ghana serving the entire SCB West Africa.
  • Successfully restructured and re-engineered Credit Documentation process in SCB Ghana.
  • Worked with the Cost Analysis Decisions and Actions (ADA) project that reviewed the operations of SCB Africa with the view of improving efficiency and migrating of best practice across SCB Africa in 2000. This covered all areas of operation in the SCB Banking business.

  • 1995 – 1999: Financial Business Support Manager
    Functions:
    – Head of the Management Accounting Reporting Unit of SCB
    – Responsible for Planning, Budgeting and Forecasting for the Bank
    – Monitoring and Control of Budgets for all departments in SCB
    – Project Implementation and monitoring
    – Management of Finance Management Information Systems

Some Achievements

  • Successfully re-organised and managed the Business Support function of Finance Department in Ghana by establishing plans for monitoring the implementation of new or modified information systems including Sun Accounts System.
  • Automated the Management Reporting function of the Bank.
  • 1993 – 1995: Economist and Statistician
    Functions:
    – Economic and Financial data gathering analysis and reporting for management decision-making.
    – Strategic Planning for SCB Ghana

Some Achievements

  • Member of the Strategic Planning team, which teamed up with the external consultants to draw, implement and monitor the strategic planning and restructuring of Standard Chartered Bank in 1995. This successfully transformed the Bank by reducing headcount from 952 to 500 and reducing Cost/income ratio from 45% to 33% over a three-year period and resulting in increased profitability

  • 1990 – 1993: Assistant Statistician
